A dress can look lovely and still miss a commission. That feels frustrating, but the next useful step is to find the unmet condition. Keep appearance, quality, style targets and item counts separate; adding more decoration can make a capped requirement worse.
Turn the brief into a checklist

Record whether each condition is a minimum or a maximum. Leave room in the material budget for the finishing items you still need. A design is easier to adjust while it is on paper than after you have bought and cut everything.

Why Flowers and Flower are different
Prudence’s illustrated brief includes both a Flowers style target and a Flower accessory count. A floral fabric does not establish the required accessory count. Three flower accessories do not, by themselves, establish the style score. Check both displays rather than relying on the similar names.
Change the part that is actually missing
Before handing in, compare the finished garment with the original brief. Check quality, style bars, counted items and limits. If an accessory seems not to count, read its category and the requirement display before purchasing more.
Build 403 includes a fix for payments on accepted commissions. An accepted dress with an unexpected payment needs a version and payment check; it is a different problem from a rejected requirement.
