Which skirt does the achievement name?
Steam says Complete the ruffle skirt for the first time for Sew Long. This gives you a specific pattern to check. A visually tiered dress, a frilled cuff or another skirt whose name contains Ruffle is not enough evidence that the intended pattern was used.
Where is Ruffle Skirt reported to unlock?
ham’s community pattern guide places Ruffle Skirt at Priya’s third friendship star. It also lists several other skirts that are easy to confuse with that entry:

How should you prepare the garment?
Preview the selected components first. Check the drafted pieces and available fabric before committing a costly material; a name or thumbnail cannot tell you the exact amount your current pattern will use. The completion guide warns that this skirt can demand substantial material and sewing time, but it does not give a verified universal metre count.
At the cutting table, use the actual pattern inventory to account for every needed panel. If something is absent at the mannequin, follow the missing-panel checks before restarting. Keep the cutting and grain guide beside the project so a pattern-selection goal does not become an unnecessary quality problem.
Does selecting the pattern finish the goal?
The public condition says complete. Selecting, drafting or partially sewing is an intermediate step. Finish the dress, read the outcome and confirm Steam’s actual unlock status. If you used a customer brief for the attempt, keep its requirements intact; an optional design exercise can use the available off-rack route instead.
